I am not sure of the exact reason. It was widely circulated before the group draw last September that if Liverpool got Atalanta the match would be played in the San Siro. They also played 'home' Europa League matches previously at a different ground. Their home ground in Bergamo was undergoing restructuring work and wasn't ready in time to fit UEFA parameters at the beginning of the season. Not sure the status of the ground now, 6 months on, its possible I guess that they could be ready to move back there for the Knockout stages but I haven't heard anything mentioned around that
Just had a look on skyscrapercity.com plenty of pictures showing construction work still going on at the end of November. No idea if this can be completed before February.
