Email saying you are lodging a complaint with PRTB unless the deposit is refunded ASAP and mention they are using your photo and advertising as highest standard so what’s the problem.
It would be more revenue he would be worried about than the rtb, I could be wrong but I think they only get involved in existing tenancies and by the sounds of things this tenancy has ended.
The revenue had a campaign to rat out unregistered landlords a few years back. If he's being a prick make a call to them. Any place rented for 4 years will need to be decorated before a new tenancy starts so he has no valid excuse to retain it. Assuming we have all the info?
Emailed the agent again yesterday as it had been 14 days since the keys were handed back Ended the email saying a complaint would be lodged to the Residential Tenancies board if this not sorted by the end of the week. The extended family had a weekly zoom quiz during the first lockdown. Was good craic as was difference themes most weeks with everyone taking turns to host. It wasn’t the same though this time around a few weeks ago so one of houses in England organised a race night last night. Serious bit of craic. Every race had about 4 or 5 horses at the line and a few photo finishes. One of the uncles in the US got himself a 100 quid. Never seen him so happy. I’d probably talk to most of those folks on the call once or twice a year and see them in person every 2-4 four, however to see them most weeks and have the craic has been one of the upsides of this whole shitshow.
we did the same with weekly zoom calls for about 2 months. Couldn’t face another round this time, as the quiz’s came old and competitive, so craic was lost a race night sounds like great idea.
Were you able to check to see if he is registered with RTB anyway ? It really sounds as thought the Landlord or the Agent were trying it on. Makes you wonder how many times they might have done this before & got away with it. Even if he is registered, this might be a ruse every time a Tennant leaves - €1,100 tax free, into the pocket. Also, it's worth noting that even if the Landlord had to make the repairs, he can write it off against tax owed.
