I have been looking at the CL rulebook and I can't see anything to suggest that there is a specific rule to cover these circumstances. From my reading though it would seem that the place will not be going to another Turkish side.
The basis that the gobshite as you have decribed the journalist is the fact that Liverpool Football Club is the club in Europe with the highest co-efficient not involved in European competition.

A few weeks ago a club was thrown out of the Europa League and there replacements were from a different league The clubs were Greek club Olympiacos Volou FC who were replaced by FC Differdange 03 from Luxembourg
