Rolling out your army against your own people is a dangerous step. Typically countries that set their army against their own are not the type of country that you want to be in, its a slippery slope. Armed forces are a LAST RESORT and would require legilation to be changed I'd imagine.

60% of the entire UK Police force, are now in London, leaving 40% for the rest of the country, minus the big wigs, and office jockies, that's just asking for trouble, send the army in just with shields and batons etc, NO guns. It just gives extra trained hands to help the cops stop the Riots. As the man power is not there at the moment.
